UPR Lebanon - Civil Society Report 2025
Lebanon participated in the third cycle of the Universal Periodic Review (UPR) during the 37th session of the Human Rights Council in January 2021, with the outcomes adopted in July of that year. This 2025 Civil Society Report, prepared in collaboration with over 75 local and national organizations, forms part of Lebanon’s preparations for the fourth UPR cycle, scheduled for presentation before the UN Human Rights Council in Geneva from January 19 to 30, 2026.
The report provides an overview of the human rights situation in Lebanon from 2021 to 2025, covering issues such as civil and political rights, economic and social rights, freedom of expression and assembly, women’s and children’s rights, the rights of refugees and persons with disabilities, prison conditions, climate justice, and sexual and reproductive health.
Beyond monitoring violations, this joint civil society effort aims to contribute to a comprehensive national human rights process that translates Lebanon’s international commitments into tangible measures — reinforcing justice, equality, and human dignity for all those living in Lebanon.
