Webinar – Towards a Unified Arab Civil Society Position at COP30

The Arab NGO Network for Development (ANND) is pleased to invite you to participate in a special webinar, to be held on Thursday, August 7, 2025, at 3:00 PM Beirut Time.


This webinar will be dedicated to presenting and discussing the most important issues on the COP30 agenda, as part of ANND's efforts to enhance Arab civil society participation in climate negotiations. This webinar is the first in a series of dialogue meetings aimed at developing a comprehensive and unified position paper for civil society in the Arab region, contributing to the formulation of a fair and effective climate discourse that reflects regional priorities in responding to the climate crisis.


Background

As the 30th Conference of the Parties (COP30) in Belém, Brazil, approaches in November 2025, the political, financial, and procedural challenges that are hindering progress toward what was supposed to be a pivotal conference in international climate action are becoming increasingly clear.


The latest negotiations at the Bonn Climate Conference, held last June, revealed:


    - Deep disagreements among countries and a worrying decline in ambition and political will.

    - Obstruction of discussions on:

            - Climate finance

            - Technology transfer

            - Trade measures

    - Lack of consensus on clear adaptation financing plans.

    - Commitments such as the Dubai Declaration on transitioning away from fossil fuels have not been translated into concrete action.


Amid military escalations, trade wars, and a decline in climate diplomacy, global temperatures have risen for the second year in a row, exceeding the 1.5°C threshold.


The Bonn Conference also witnessed an escalation in criticism of climate negotiation mechanisms by least developed countries and civil society organizations, calling for structural reform to ensure transparency and fair participation.


At the Arab level, civil society's influence remains limited due to:


    1. The absence of a supportive political and legislative environment.

    2. Weak regional coordination.

    3. The absence of a unified vision on climate justice, just transition, and adaptation financing.
