Public Policies: From Ideas to Impact – An Advocacy Guidebook

The Arab NGO Network for Development has published a new guidebook titled “Public Policies: From Ideas to Impact”, a practical and knowledge-based resource designed for civil society organizations, activists, NGO leaders, and public policy researchers in the Arab region.

The guide responds to a regional context shaped by conflict, declining economic and social indicators, shrinking civic space, corruption, unequal development, and widening gaps in social justice and equal opportunity.

It seeks to bridge the gap between human rights theory and field practice by equipping civil society actors with advocacy tools that move beyond service delivery and seek to transform the policies and structures that produce exclusion and marginalization.

Why This Guide?

As the deadline for achieving the 2030 Agenda approaches, official reports may highlight numerical progress, while civil society continues to experience deep gaps in social justice, equal opportunity, and the realization of economic, social, and environmental rights.

The guide therefore approaches advocacy as more than a communications campaign. It presents advocacy as an organized, ethical, and strategic process for influencing power, changing policies and practices, and expanding people’s participation in decision-making.

What Does the Guide Offer?

From Identifying a Problem to Structural Change

The guide is structured as a sequential journey that takes organizations from identifying a problem to pursuing structural change. It combines an analysis of the regional context with core advocacy concepts, campaign planning tools, implementation methods, and monitoring and evaluation approaches.

It draws on several complementary frameworks, including the Advocacy Coalition Framework, the Multiple Streams Framework, and the Advocacy Planning Framework, to offer a flexible model adapted to the realities of the Arab region.

Six Arab Experiences in Policy Change

The guide presents six practical experiences from five Arab countries, demonstrating how civil society organizations have transformed rights-based demands into changes in laws and public policies despite political restrictions, limited resources, and shrinking civic space.

The guide is intended for young activists, civil society leaders, human rights defenders, public policy researchers, advocacy practitioners, and anyone seeking to influence decisions and advance equitable development.

A Participatory Methodology

The guide was developed through a participatory process based on a needs assessment conducted among ANND members and project partners, alongside discussions, workshops, and the accumulated experiences of experts and activists from across the Arab region.

By combining theoretical knowledge with practical experience and drawing lessons from both achievements and past challenges, the guide offers a realistic resource that organizations can adapt to different political and social contexts.
