The Arab NGO Network for Development (ANND) is hosting a Regional Training of Trainers (ToT) on Public Debt and Tax Justice in the Arab Region, taking place from April 7 to 11, 2025 in Beirut. This five-day training brings together a diverse group of civil society actors, researchers, and advocates from across the region to deepen their understanding of public finance, debt, and taxation, and to strengthen regional advocacy for economic and social justice.
The training is led by experts including Zeina Abla, Nasr Abdelkarim, Khalil Jbara, and Adeeb Nehme, among others, and features a rich agenda covering:
- An overview of public debt and its economic and political drivers
- The structure of public debt and associated risks
- Debt sustainability frameworks and restructuring experiences
- The intersection between public debt and human rights
- Fundamentals of taxation, tax systems in the Arab region, and pathways to tax justice
- Tools for advocacy and mobilization for fairer tax systems
- The global context of neoliberalism and its impact on public services and inequality
- Practical training tools for future trainers
- Drafting a regional civil society joint statement on debt and tax justice
This ToT is not only a space for capacity building but also for strategic thinking and networking, laying the groundwork for more coordinated and impactful advocacy on public debt and tax justice rooted in the principles of equity, rights, and accountability.
